Heat milk until it is scalding, then remove it from the heat. Add sugar, salt and butter to the milk. Blend well and let cool to lukewarm.
Add eggs one at a time, mixing thoroughly after each addition. Combine yeast mixture, vanilla, cinnamon, and nutmeg. Add raisins and mix well.
Add flour, a cup at a time, mixing well for about five minutes. The dough will be sticky and wet. Make sure the dough is covered and raised in a warm place until it has doubled in size.
As the dough is rising, mix the ingredients for the streusel topping until crumbly.
Punch down the dough. Using two 9x5" loaf pans or three smaller ones, grease them. Divide the dough between the pans, patting it down to make sure it's evenly distributed.
Top the loaves with the topping and let them rise in the pans until they reach the top. Bake for about 35 minutes at 350 degrees, until the loaves are golden brown.
Take the pans out of the oven. Place the loaves on a rack to cool after taking them out of the pans. Slice and enjoy!
