Whisk in the chicken broth slowly. Avoid lumps of flour; this will make the sauce lumpy. To achieve the right consistency, add more broth as needed for pouring over chicken breasts.
After you add all the broth, cook on medium heat for a few minutes or until it has thickened and is bubbling.
Turn off the heat and stir in the grated cheese, butter, cumin, and sugar. By doing this, you will thicken it up and create a delicious cheese sauce. Depending on how spicy you like it, add more pepper.
