Add vinegar, water, salt, and peppers to a pot and simmer over medium heat until the peppers are tender. It usually takes between six and seven minutes. You will eventually start coughing from the fumes, so be cautious.

In a separate bowl, combine sugar, flour, dry mustard, turmeric, and salt, then add your mustard.
